Budget delivers investment in essential capital projects

Redland City Council has adopted a $151.68 million capital expenditure program that includes a significant investment in essential infrastructure such as roads, waste and wastewater.

This funding commitment in the 2025–2026 Budget will ensure the city keeps pace with population growth now and into the future.

Almost one-third of this year’s capital expenditure program – or $48.27 million – will go towards water, waste and wastewater projects to ensure Council maintains its high standard of service delivery to the community.

This includes more than $28 million for wastewater projects such as the design and construction of a sewer trunk network from Double Jump Road to service a new residential development, and the construction of a new gravity main and pump station on Kinross Road.

The Budget has allocated $10.4 million for three landfill remediation projects, including works at Judy Holt Park.

Significant funding has also been set aside for roads and traffic infrastructure.

More than $43 million has be allocated to road resurfacing, reconstruction and maintenance, and upgrade projects.

These include an upgrade to Kinross Road at Thornlands, and progressing the green seal program on the Southern Moreton Bay Islands.

Council is also investing $17.75 million in transport infrastructure, including progressing the delivery of a boat ramp, parking, bus stops, parks and roads within the Weinam Creek Priority Development Area.

More than $4 million has been allocated to the Footpath Expansion and Gap programs that will contribute to a more walkable, bike-friendly and connected Redlands Coast.

This will include the construction of new footpaths, widening of existing footpaths, renewal of existing paths to meet safety standards, and improvements and expansion of off-road trials.

Council has also allocated $17.54 million to open space, parks and conservation projects including funding for upgrades at several sport and recreation facilities that will benefit residents across the city.

William Taylor Memorial Sportsfield will receive an upgrade to its recreation zone, and planning will start for upgrades to sporting facilities.

Funding has been allocated for lighting at five sportsfields, a new cricket pitch in William Stewart Park at Thornlands, the resurfacing of netball and pickleball courts at EGW Wood Sportsfield, and a new dog off-leash area in Montgomery Drive Park at Wellington Point.

Council will also progress park renewal projects in Belford Drive Road Reserve at Wellington Point and Pats Park on Macleay Island.

The Budget also delivers important lifestyle services for the community.

More than $1.71 million will be injected into community and cultural development, including the acquisition of library resources, a feasibility study for library services in the Victoria Point Library catchment, and renewal of technical equipment such as lighting at Redland Performing Arts Centre.

There is also $5.36 million allocated to marine and foreshore projects.

This includes funding towards the construction of a new boat ramp and parking at Southern Redland Bay, replacement of a floating pontoon at Victoria Point, the design of two swimming enclosure renewals, and projects to minimise coastal erosion.

The Budget also allocates funding to enable Council to progress work on major projects, with more than $3.8 million allocated towards five projects within the Birkdale Community Precinct.

This includes funding towards the design of north road and eastern carpark, progressing the design of the masterplan and undertaking the Environment Protection and Biodiversity Conservation (EPBC) referral, design of electrical high voltage requirements, design of an access road, and design of stormwater and environmental management controls.

Council has also allocated funding to progress the design of the Redlands Coast Sport and Recreation Precinct and EPBC approval, and to progress development approvals and commence construction of a new library building as part of the Capalaba Town Centre Revitalisation Project.

2025-2026 capital expenditure program at a glance:

  • $48.27 million for water, waste and wastewater projects

  • $27.77 million for infrastructure projects such as transport, buildings and stormwater
  • $17.54 million for parks, open space and conservation
  • $7.71 million for other capital works projects
  • $5.36 million for marine and foreshore projects, including canal and breakwater works
  • $1.71 million for community and cultural development

Key project investments:

  • Kinross Road, Thornlands road upgrade: funded under the Australian Government’s Housing Support Program – Community Enabling Infrastructure Stream
  • Sewer trunk network expansion at Redland Bay: delivered with the support of the Queensland Government’s South East Queensland Community Stimulus Program in association with Redland City Council.
  • Landfill remediation at Judy Holt Park, Birkdale
  • Weinam Creek Priority Development Area program
  • Kinross Road sewerage trunk construction
  • Recreation zone upgrade at William Taylor Memorial Sportsfield, Thorneside: funded by the South East Queensland (SEQ) Liveability Fund, a $285.8 million commitment under the SEQ City Deal, a partnership between the Australian Government, Queensland Government and Council of Mayors SEQ
  • Green sealing program on the Southern Moreton Bay Islands
  • Sportsfield lighting at Redlands Baseball Park, Capalaba: funded by the South East Queensland (SEQ) Liveability Fund
  • Sportsfield lighting at EGW Wood Sportsfield, Wellington Point: funded by the South East Queensland (SEQ) Liveability Fund
  • Sportsfield lighting at John Fredericks Park, Capalaba

Council publishes an Annual Capital Works Program document on its website at redland.qld.gov.au/budget

The document includes a brief project description and notes the project stage for which the capital investment has been allocated, for example planning, design or construction.
