Council notes findings of service and efficiency review

Redland City Council has completed an independent external review of its services, operations, and organisational efficiency, with review findings now received in a report and noted at the General Meeting of Council on 20 May 2026.

The review, conducted by Deloitte, was commissioned following a Mayoral Minute presented at the General Meeting on Wednesday 19 March 2025.

Acting Mayor Julie Talty said the review was conducted to assess the efficiency and effectiveness of Council services, service delivery models, and organisational structures, and to identify areas where efficiencies could be gained or resources better allocated.

“The review has identified that Council is not an organisation in distress but is at a crossroads where it is timely to consider the services needed for the city Redlands is becoming,” Cr Talty said.

“This provides a valuable opportunity to assess current operations and identify areas for potential future enhancement.

“The report also highlighted that we have a committed workforce with deep local knowledge and pride in serving our community.

“Council will now consider the recommendations made in the report to determine potential future actions, priorities and timing.”

Council’s Chief Executive Officer Louise Rusan said while the review highlighted some challenges for the organisation, it also noted that Council delivered a broad range of valued services to the community.

“The review examined a range of current operational, service delivery, governance and efficiency matters, and included consultation with staff and other stakeholders,” Ms Rusan said.

“Using this opportunity to modernise how we plan, govern, and deliver services will ensure the organisation is as effective, efficient, and sustainable as possible now and into the future.

“The review also highlighted the increasing complexity of Council’s operating environment, and recommended Council make considered decisions about future service planning, management, and performance.

“Taking deliberate steps now to simplify, strengthen and modernise our operating model will enable Council to meet future demands with greater confidence, control, and resilience.

“Over coming months, we will consider the report recommendations in line with Council’s priorities, budget considerations and future strategic planning activities.”
