Key amendments to Redland City Council’s overarching planning scheme for the city have been endorsed by Council.
Acting Mayor Julie Talty said the amendments included an updated Local Government Infrastructure Plan (LGIP) and an updated Netserv plan.
The LGIP is the blueprint for which major infrastructure projects are funded through development contributions.
“The changes to the LGIP, which forms part of the current City Plan, are part of a statutory review under the Planning Act 2016, conducted every five years,” Cr Talty said.
“The LGIP identifies what future shared trunk infrastructure is necessary to support a growing community.
“It also shows how this infrastructure fits with local planning goals, funding and identifies priority infrastructure areas to guide future development.
“In addition to multiple minor changes, more substantial amendments to the LGIP include new population modelling, amendments to the schedule of proposed works, changes to priority infrastructure areas, and updated financial modelling.
“The Netserv Plan is the key strategic document guiding the delivery and operation of water and sewer infrastructure and services.
“It forms part of the LGIP and is administered by Council.”
Council resolved to proceed with the amendments at the 19 August General Meeting where Council also resolved to request the approval of the Queensland Minister for State Development, Infrastructure and Planning to adopt the proposed LGIP Amendment, as well as give notice to the Minister of the adoption of the Netserv Plan Amendment.
Council’s Planning and Regulation Portfolio Representative Councillor Rowanne McKenzie said the LGIP and Netserv Plan amendments had been open for public consultation throughout March this year.
“The updates consolidate a range of amendments and work undertaken over recent years and incorporates them into the current City Plan and its supporting documents,” Cr McKenzie said.
“Running concurrently with this process, Council is also preparing a new City Plan, which is anticipated to be presented for Council adoption in 2029.
“Consequently, at today’s General Meeting, Council also endorsed the making of a new Local Government Infrastructure Plan and a new Netserv Plan to align with the preparation of the upcoming City Plan.”
The Planning Act 2016 requires all local governments to include an LGIP in their planning schemes, which integrates infrastructure planning with land use planning.
The South-east Queensland Water (Distribution and Retail Restructuring) Act 2009 requires local governments to have a Water Netserv Plan that is consistent with the South-East Queensland Regional Plan (ShapingSEQ) and relevant planning assumptions for the local government area.
This is generally informed by a local government’s City Plan and LGIP.
