Redland City Council would like to address commentary around media coverage of Council’s plans for the Weinam Creek Priority Development Area (PDA) at Redland Bay.
At the December General Meeting of Council, a decision was made that will allow for the delivery of a multi-storey car park within the PDA without the constraints of dependency on surrounding development.
This will increase vehicle parking in the area, which Council knows is a high priority for the community.
At the General Meeting, Council resolved to not extend a non-binding Memorandum of Understanding, which was scheduled to end on 31 December 2025, between Redland Investment Corporation (RIC) and the preferred development partner for the PDA.
The decision of Council does not cancel the existing PDA master plan; rather it means Council can focus on working directly with the Queensland Government to expedite the delivery of the multi-storey carpark.
Once the delivery of the carpark has been resolved, the decision of Council will then allow a review on the future of the precinct and its proposed land uses.
Council envisages that the area will remain as a mixed use residential and retail precinct among rejuvenated parks and open spaces, along with a focus on accessibility to the ferry terminal.
The decision in December also included that Council officers and RIC regularly consult with Council on the progress of the master plan and multi-storey car park, including the commercial and community benefits.
As per the resolution in December 2025, Council’s CEO was delegated to negotiate with the Queensland Government to progress delivery of the multi-storey car park.
The CEO then authorised these negotiations to Council’s General Manager Infrastructure and Operations, and future decisions will be subject to the governance standards of Council and the Queensland Government as part of the PDA master planning and approval process.
As commentary has included speculation on motivations or implications relating to the decision, Council assures the community that the organisation complies with the principles of local government that underpin the Local Government Act 2009 in all matters relating to integrity, transparency and accountability.
The highest standards of conduct are expected from everyone associated with the organisation.
As with any process of Council, any conflict of interest relating to a matter is registered and managed under appropriate governance processes, including any negotiations required by a decision of Council.
