Redland City Council has progressed a Significant Contracting Plan that will support the staged delivery of works for Birkdale Community Precinct.
Acting Mayor Julie Talty said the Significant Contracting Plan for the Birkdale parkland provided a clear procurement pathway for the first phase of works needed to open up the site, support coordinated construction activity and progress key precinct elements.
“Birkdale Community Precinct is one of Council’s most significant community projects and will transform the 62-hectare site into a major destination for conservation, heritage, recreation, sport, culture and community activity,” Cr Talty said.

“The first stage of works will focus on critical infrastructure, including roads, carparks, utilities, bulk earthworks and other enabling works required to support safe and staged access across the site.
“These works are expected to be delivered between 2027 and 2029, with the procurement process to include a multi-stage market approach, including an Expression of Interest and Request for Tender process.”
The staged approach is designed to support transparent procurement, manage delivery risk and provide flexibility as Council continues to coordinate precinct works with other key project interfaces.
Cr Talty said to support a fair and competitive market process and achieve the best value outcome for the community, Council does not publicly release detailed procurement budgets or internal estimates during active tender processes.
“Local contractors, suppliers and service providers will have opportunities to participate in future procurement processes, with Council committed to fostering a competitive marketplace that supports local business capability and delivers value for the Redlands Coast community,” she said.
“Businesses can register as a supplier on VendorPanel Marketplace.”
In accordance with the Local Government Regulation 2012, Council publishes details of contractual arrangements valued at $200,000 or more (excluding GST) following them being awarded.
This ensures the community has visibility of significant contracts while preserving the integrity and competitiveness of active procurement processes.
Council will continue to provide updates as procurement progresses and as further elements of Birkdale Community Precinct move towards delivery.
Council’s procurement practices are designed to provide all prospective suppliers with equitable access to information, maintain probity and integrity throughout the procurement process, and encourage genuine and competitive submissions.
